It’s probably a bug, but as long as the function stays the same, there is no problem.

Select your desired “Enable” option, and you will see a “Relaunch Now” button at the bottom of the Chrome window. Click on it to restart Chrome, and the offline mode will be enabled.

2. If your connection is a bit slow, you need to download Google Chrome offline installer from a friend or in Cyber cafes that has a very good speed of Internet. Save it to your flash drive or any portable devices.

• Plug-in your portable device and run the Google Chrome offline installer. To be safe run it as administrator.
• Just follow the installation wizard until the process is completed.

First, check if you have the latest chrome version. Before you take all the effort to download and install the latest, it will be good to check if you already have the latest version. Here is how you do it:

1. Click on the settings (three dots) icon.
2. Choose Help and then About Google Chrome.
3. Wait for Chrome to check if the latest version is installed (need an internet connection)

In Google Chrome 91, logging into Google account automatically linked it to your Chrome browser. Chrome 91 resolves this issue as it does not prompt the browser to use your account. This option is not entirely switched off by default but you can change the settings in the privacy and security option.

The new feature introduced in the user interface of Google Chrome is that it will show the option of syncing or not syncing above your account name. Thus you will know whether your data has been synced on other devices or sent to the Chrome servers or not. If you are just logged in you will know by Chrome 91 markers.
